UK Bill of Rights second consultation - Have your say! Currently in the UK, there are many laws, powers and conventions that make up the rights of the citizen, including the Human Rights Act 1998. However, the UK does not have a written constitution that sets out citizens' fundamental rights and defines the limits of governmental power in one document. The UK Bill of Rights proposes to establish a specific set of important rights and freedoms that are applicable to all individuals, enshrined in a single Bill under UK law.
